Fix unicode-data-12.0.0.ebuild, remove old

Upstream screwed up and uploaded the 11.0.0 tarballs to the website as
12.0.0. That was later fixed, but I only just noticed the hashes were
identical to 11.0.0.

Apply some sanity to the license situation

GLEP 76 is in and repoman sucks slightly less now, so the headers can
reflect reality from now on. This change probably isn't complete but
