revealed failing tests which pass on amd64.

With the new behavior of hackport to only add ARCH to KEYWORDS, there

tree-wide until we have a dedicated tester willing to fix current bugs.

gtk2hs moved from darcs to github. gtk2hs upstream bumped the version no in the repo, but only from 0.12.4 to 0.12.5.0 - since I guess they intend to release it some day with that version I need to tighten the constraints on existing packages or they will get the wrong version. So I am undoing the workaround where I earlier renamed the gtk2hs gtk3 head stuff to 0.13 (as it had the same version in head, so it conflicted), and tighten the constraint on stuff that wants gtk2

the version of GHC for registering purposes. As such, the eclasses attempt
to always use the maximum installed version stops this from working, so
we force using whichever version of Cabal that version of GHC came with.
