Arduino makefile was patched to remove the debug flag for `bossac`.

`arduino-mk` was updated.

Changes are the following:
- all `*.mk` files were made to be installed;
- all binaries and man-pages were made to be installed;
- appropriate functions (dodoc) were made to be used for documentation;
- target folder was changed from `/usr/share/arduino` to
`/usr/share/arduino-mk`.

An updated version of arduino makefile was added.

This is the original file got from the `concaveoverlay` overlay
with 105 commits from the `master` since release.
