dev-python/machineid: Added.

This commit adds a live ebuild for the most recent `git` commit to the
`machineid` Python package. Sadly, `machineid` currently lacks a stable
open-source release (presumably due to the recent migration of
`keygen.sh` from a proprietary to open-source funding model).
